Government Initiates High-Level Commission to Investigate Balkumari Incident

Kathmandu: Prime Minister Pushpa Kamal Dahal 'Prachanda' has instructed Deputy Prime Minister and Minister for Home Affairs, Narayan Kaji Shrestha, to proceed with the formation of a high-level commission to investigate the incident that occurred in Balkumari, Lalitpur, on Friday, resulting in two fatalities.

The Home Ministry will draft a proposal for the commission, which will be presented to the Council of Ministers. A formal decision regarding the formation of the commission is expected during a Council of Ministers meeting scheduled for Monday evening, according to Minister for Physical Infrastructure and Transport, Prakash Jwala.

The commission will be established in accordance with Clause 3(2) of the Commission of Inquiry Act, 2026 BS (1969) and is set to commence its work on Monday. The investigation stems from a clash between police and demonstrators in Balkumari, where youths protested being barred from participating in the EPS examination. The incident resulted in the torching of Minister Jwala's vehicle.

Birendra Shah, 22, from Doti, and Sujan Rawat, 23, from Dailekh, sustained injuries during the police clash and later succumbed to their injuries. A committee formed by the Home Ministry on the same day is already conducting an inquiry, and on Saturday, Lalitpur's Police Chief, Chief District Officer, and EPS Korea Branch Chief were suspended until the investigation concludes.
